None dare call it treason

Extra Armor Could Have Saved Many Lives, Study Shows - New York Times: "A secret Pentagon study has found that at least 80 percent of the marines who have been killed in Iraq from wounds to their upper body could have survived if they had extra body armor. That armor has been available since 2003 but until recently the Pentagon has largely declined to supply it to troops despite calls from the field for additional protection, according to military officials."

But see http://news.yahoo.com/s/ap/20060107/ap_on_go_ca_st_pe/iraq_body_armor -- in which soldiers in the field (granted, I'm not sure how representative a sample we're talking about) say that the additional armor would hamper their mobility and, therefore, their combat effectiveness and ability to get the fuck out of the way of that stuff the other guys keep shooting at them.

Probably. You mean, like, individually, or by platoon, or company, or division, or what?

I would also support individual decisionmaking on the subject of what color the camouflage on the solider's uniform should be.

I kid, if only because giving individual grunts options doesn't quite jibe with the whole organizational hierarchy of most of your military branches.
