Another helpful public servant - News | Business | Culture - Weekly - Lafayette LA: "A piece of legislation passed during last month’s special session with no opposing votes throughout the entire process could end up costing coastal parishes millions of dollars, according to local tax officials. Act 34 by Rep. John Alario, a Westwego Democrat, expands an existing law exempting certain ships, vessels and barges from state and local sales and use taxes. Specifically, it added barges and drilling ships operating in foreign or interstate commerce to that tax-free column. Alario pushed the legislation as a simple “clarification” and was out of town when contacted for comment. Late last month, tax officials in St. Charles Parish reported that they expect to lose about $500,000 annually from the change, and that the coastal parish region could incur a $20 million collective hit as well. Other coastal parishes contacted don’t know what to expect yet, but Lafourche Parish, for example, is anticipating a $300,000 to $500,000 annual loss due to taxes that can no longer be levied on supplies, services and repairs of barges in association with drilling vessels."

Y'all should just hush before you make yourselves look worse. There's plenty of ammo against the WaPo's new "conservative blogger" -- but that column is not one of them. Period. And while I'm at it, I find the left's outrage over the Post's hiring of this wee clown unreasonable and wrongly aimed: you can attack the kid over what he's written (dissing Coretta Scott King, after her funeral, as being a "communist"), and you can rag on the Post for claiming that hiring this kid brings "balance", but there's a common thread among the bloggers and commentaers that I find amusing: that the Post is degrading itself by running a convervative blogger. No, it isn't; it may be degrading itself by running an idiotic conservative blogger, like the L.A. Times and the Doughy Pantload, but this tortured howling about how low the paper has sunk, coming from people who never had any use for the Post in the first place, is ridiculous. It's not doing the re-emerging left any good in the eyes of America, and it's not doing the liberal blogosphere any good, either. Simmer the fuck down.

In listening to every teacher who ever taught me.

Does BSE or a similar disease occur in humans? BSE belongs to a group of progressive degenerative neurological diseases known as transmissible spongiform encephalopathies (TSEs). TSE diseases are always fatal. The TSE diseases include scrapie, which affects sheep and goats; transmissible mink encephalopathy; feline (cat) spongiform encephalopathy; and chronic wasting disease of deer and elk. There are six TSE diseases that affect people: kuru, classical Creutzfeldt-Jakob disease (CJD) and variant Creutzfeldt-Jakob disease (vCJD), Gerstmann-Sträussler-Scheinker syndrome, fatal familial insomnia, and sporadic fatal insomnia. The human diseases are very rare; for example, classical CJD has been well studied and occurs sporadically worldwide at a rate of about one case per one million people each year. What is the new variant form of CJD that the experts in the United Kingdom believe might be related to the BSE outbreak in cattle? In contrast to the classic form of CJD, the new variant or variant form (vCJD) in the United Kingdom and France affects younger persons (average age at onset: 26 years), and has different clinical features from CJD. People with vCJD begin with serious psychiatric problems or problems with their senses (ears, eyes or smell). This first set of symptoms is followed weeks or months later by poor muscle coordination, muscle spasms, and mental confusion. The illness lasts for at least 6 months, and on average people with vCJD die approximately 13 months after their symptoms begin. When patients' brains are examined by autopsy, there are clear changes in brain tissue structure, including many "spongiform," or open spongy-looking areas, abnormal clumps of prion protein called plaques, and other areas with less prominent accumulations of abnormal prion protein.

I realize that insurance companies took a massive hurricane hit this year, but that's what insurance companies are for, and if they were unprepared for such a payout, then why the fuck are they in the insurance business? Do NOT get me started on homeowner's insurance. Longtime readers will remember my frothing rant when our homeowner's insurance inspector came out to verify a claim we had made about some minor roof damage after a tropical storm; not only was the claim not allowed, but he threatened to cancel our insurance because this was the THIRD claim we had made in two years (all the claims were well under $500 total). A rate hike was inevitable, but 49% is usurious. Considering that wind damage would now be largely excluded, that means that the only damage you could claim from a Louisiana hurricane would be ... what? Flying debris? They want us to go to a second insurer to get wind coverage AFTER they've raised rates for LESS coverage oh god I'm turning green and my pants are ripping ... And you know, I have to wonder aboutDonald Powell: is he really that dull and dumb? I mean, I know he was cobbled together out of wattle and pitch in the white house basement and outfitted with a chatty cathy talking chip and sent down here to act as a sort of semi-human stalking horse to draw fire while the DHS and Executive Branch clowns packed up their dopp kits and hopped a freight car up to Kansas City, but come on. Is this really the best he can do:

After South Dakota Governor Mike Rounds signed legislation last week banning nearly all abortions in his state, he made a big culture-of-life statement about how he and the rest of the Religious Right were protecting the weakest among them. "In the history of the world, the true test of a civilization is how well people treat the most vulnerable and most helpless in their society," said Rounds. That’s an amazing statement coming from the governor of the state that houses the Pine Ridge Indian Reservation, which has long been one of the bleakest places in North America from a socio-economic point of view. According to U.S. Census Bureau poverty status numbers, Shannon County, which encompasses most of Pine Ridge, has a startling 60 percent of families with kids between the ages of 5 and 17 living below the federal poverty line. In households defined as “female householder, no husband present,” the number of children under five living in poverty is a sickening 68 percent ... life expectancy on the reservation is 47 for men and 56 for women – numbers that would make us shake our heads at the misfortune of some isolated, third-world nation. That area of South Dakota also has an infant mortality rate that is twice the national average, with some child-welfare sources saying it's up to five times what's seen in the rest of the country.

In San Antonio, it looks as if Bush-hogging DINO Henry Ceullar will avoid a runoff with Ciro Rodriguez. Cuellar beat Rodriguez previously in an election marred by let's all say it together VOTING IRREGULARITIES. Rodriguez ran a good, breath-of-fresh air campaign this time, but for some reason couldn't get his message across, couldn't convince people to vote for a principled Democrat versus a tit-sucking republican-wannabe Democrat. (Although it looks like there are once AGAIN some republican-favoring OKAY EVERYONE PLACES, on three, one, two, three: VOTING IRREGULARITIES. There may still be a runoff, but that's doubtful). People STILL refuse to vote for a Democrat; this kind of failure has to land at the feet of the candidate and the party ... although see below; we can't rule out the possibility that voters are turds who care about nothing but their own wallets and live in a cotton-candy fantasy world of lace cookies and magic ponies. The people of New Orleans, believe it or not, are aware of the dangers and the lies and the broken promises and do not need you to go to bat for them against the EVIL CORPS OF ENGINEERS who tell the poor ignorant crackers and undereducated Negroes that their homes are safe. They do not need your condescending lectures. We may be southern, but you know what? WE KNOW THEY'RE NOT SAFE. WE ARE FIGHTING TO MAKE THEM SAFE. WE READ NEWSPAPERS AND EVERYTHING. New Orleans, An Outsider's Perspective

To make a comparison, after 9-11, there was a great deal of "New Yorkers are so strong" mentality. .. I haven't seen anything like that in the media or in the entertainment industry for New Orleans. I haven't seen anyone calling them true Americans, great survivors, strong-willed people. All we get are jokes about how all the government-issued RVs lie unused, or how the debit cards given away were spent in casinos and on booze. Well, I don't know any New Yorkers, so i can't comment on their mentality after 9-11, or how they banded together or how strong they were. But I did see New Orleans people, and I did speak with them, and I and my friends were humbled.

The fact is that there was virtually no discussion of levee breaches in the months leading up to Hurricane Katrina -- if anyone had thought the levees would buckle, there would have been an outcry, if for no other reason than ass covering. But the notion of a catastrophic flood, either through levee overtopping or rain and storm surge, was widely known to be a likely result of a large hurricane. The larger point is that the Bush team were warned of flooding, warned of overtopping, had pictures and reports, and were aware of the possibilities days before the storm made landfall. It's technically sort of almost true that no one anticipated the beach of the levees -- no one in Louisiana or Washington had made specific predictions or specific, levee-breach contingency plans -- but the meat of the argument is horseshit. Floods were well anticipated. Catastrophe was anticipated. And believe me, the pathetic incompetence of the federal response (coast guard excepted) was anticipated by more than a few.

Bah. NewsFlash - New Katrina video shows La. Governor assuring levees safe. I realize how confusing and chaotic a disaster can be, but it's just so motherfucking sad that even basic small-business level coordination is out of reach for the state. I'm sure the myriad panels and committees will come up with recommendations like "improve communications," leading to other panels and committees to try and figure out how to do that, and so on and so forth until the next one hits and there's nobody with satellite phones, no one with wireless connectivity, no one coordinating with the weather service, no technology in place to register a levee failure ...
