Media sat on Katrina briefing video since August 29

I'm not totally sure that it means the media was bought off or intimidated. It could just be that the reporters and editors involved were too lazy to sift through the material, too clueless to realize that that day's conference just might be important, and too egotistical to listen to the interns or aides that must have noticed it. But, the careless excuse would involve all those things--certainly the first two.
